BCF: Advisory Committees to the Board

B: Board Governance and Operations

As one means of discerning the needs and ideas of the school district and its residents, the Board of School Trustees (the “Board”) may establish advisory committees to counsel it.  The central purpose of all advisory committees is to contribute to the educational programs of the Board by conducting studies, identifying problems, or developing recommendations that will help the Board in making decisions.  The ultimate authority to make those decisions will continue to be that of the Board, as required by law. 

Advisory committees will be formed by the Board at such times and for such specific purposes as the Board deems necessary. They will be given a clear charge and will be dissolved upon the accomplishment of that charge. 

Membership will be broadly representative of the community's population and will be chosen from among residents who have shown an interest in the topic to be studied and who express a sincere interest in public education.  In the case of staff committees, membership will be determined in accordance with Board-approved procedures for establishing membership on standing and ad hoc advisory committees (see BCF-R). 

Once activated, the advisory committee will report periodically to the Board through the Superintendent of Schools.  No announcements may be made by any committee or its members to the press or the public until such announcement has been cleared with the senior management and the Board Chairperson or his/her designate. 

The Board may provide advisory committees with a suitable meeting place and administrative assistance. 

The Board may also appoint one or more trustees to serve on certain committees on behalf of the Board. 

Note: The Board from time to time establishes a Space Review Committee (SRC) and approves terms of reference for its operation (see code FL).  In addition, an Advisory Committee on Race Relations has been struck, on which trustees serve as Board representatives.
