The School Act requires that the minutes of the proceedings of all meetings of the Board of School Trustees (the “Board”) shall be legibly recorded in a minute book, shall be certified as correct by the Secretary-Treasurer, and shall be signed by the Chairperson or other member presiding at the meeting or at the next meeting at which they are adopted.  Excepting minutes of a meeting from which persons other than the Board members or officers, or both, were excluded, the minutes shall be open for inspection by any person, who may make copies and extracts at all reasonable times, on payment of a fee set by the Board.  A record containing a general statement as to the nature of the matters discussed and the general nature of the decisions reached at a private (closed) session must be prepared and made available as is the case with public sessions. 

The law also requires the Board, within 30 days after the minutes are certified, to cause to be delivered to the Ministry a copy of the minutes of that meeting. 

Minutes of the Board will include:

  • the nature of the meeting (regular, special, private), the time, place, Board members present and absent, staff members present, and the approval of the preceding meeting's or meetings' minutes; 
  • a record of all motions passed or defeated by the Board, together with the names of the members making and seconding the motions, and a record of the members voting for, against, and abstaining, except in the case of unanimous votes. 
  • a record of the disposition of all matters considered by the Board on which no action was taken.
