GCE: Part-Time and Substitute Professional Staff Hiring (Part-Time, Temporary and Employee on call Professional Staff Hiring)
Part-time Teachers
Teachers may be employed on a part-time basis. As well, a teacher with a previous or current continuing full-time appointment may request a part-time assignment, specifying the fraction of time requested (no contracted teaching assignment shall be less than 0.2 F.T.E. - full-time equivalent) and the length of time not to exceed one year. The Board of School Trustees (the “Board”) shall not unreasonably refuse such a request. With Board approval, the employee may alter the percentage in the same assignment, return to a full-time assignment at an earlier date, extend the part-time assignment, and/or obtain an additional part-time assignment.
A teacher appointed by the Board to teach less than a full teaching load shall be paid a salary pro-rated according to the percentage of time specified in the assignment and shall receive the same benefits as a full-time teacher, if on a continuing appointment. Teachers on part-time assignments of 60% or more will receive increments as though a full-time employee. When less than 60%, experience shall be accumulated to equal 60% F.T.E. before receiving an experience increment.
Conditions related to such part-time assignments will be governed by the Vancouver Teachers’ Federation (VTF) Collective Agreement (Articles 2 H, 2 L(2) and 3 C).
Temporary Teachers
Teachers may also be contracted for a specific position on a temporary basis. Their salary shall be calculated on the monthly payroll at an annual rate based on qualifications and experience. Teachers on temporary contract shall be entitled to the benefits provided to continuing employees for the term of the contract. Temporary contracts will beconverted to continuing when the employee has more than one aggregate year of service or has received a maximum of two full-time temporary assignments in the course of one school year.
Conditions related to Temporary Teachers will be governed by the VTF Collective Agreement (Article 3 B).
Employees on Call
The Superintendent of Schools has the authority to employ as many employees on call as may be necessary to take the place of teachers who are temporarily absent.
The school system will employ employees on call who hold a valid B.C. Teaching Certificate, except in situations where fully qualified employees on call are not available. Employees on call will be assigned, whenever possible, to take advantage of their particular area of competence.
The Board, as part of the VTF collective agreement, will approve pay scale and benefits for employees on call, and the terms of that agreement will govern the employment of employees on call in the school district.
All employees on call will be expected to provide educational services, consistent with those expected of the teaching staff and, to that end, will be given as much support as possible by building administrators and teachers.
