GCI: Professional Staff Assignments and Transfers
General
All assignments, reassignments and transfers, whether requested by the employee or initiated by the Board of School Trustees (the “Board”), will be made in accordance with the terms of the applicable negotiated agreement. However, under the School Act, the Board retains the primary legal responsibility for providing the district's educational program; therefore, the Board has the final responsibility of assigning and transferring professional staff.
Assignments will be based on the needs of the school district and the qualifications of staff members. Personnel will be assigned without regard to race, colour, religion, gender, sexual orientation, place of origin, age, marital status, disabilities, or health status.

Assignment and Transfer of Teachers
Requests for transfer initiated by teachers shall be considered and placements made by June 15 of the school year in which the transfer is requested. Transfers initiated by the Board will, as far as possible, be announced to teachers by June 01 of each school year and shall include the reason for the transfer.
When a transfer become necessary because of surplus staffing, the teacher with the least district seniority at that school/worksite will be transferred. Exceptions to the seniority provision will be made only on the basis of program protection or special qualifications. The teacher will be advised in writing as soon as possible but no later than June 01.
Assignments and transfers of staff to schools shall be made by the Associate Superintendent, Human Resources, or designate.

Assignment and Transfer of Administrators
Recommendations for assignment and transfer of administrative staff shall be made by the Superintendent of Schools to the Board in a manner that will achieve the best utilization of teaching and administrative skills.
The basic, although not exclusive, criterion for reassignment to a junior position (principal to vice-principal or vice-principal to teacher) shall be the criterion of seniority.
All reassignments of administrators shall be subject to the approval of the Board.

Periodic Transfers (Rotation) of Administrators
It is the policy of the Board to transfer principals and vice-principals after a period of five or six years in one school in order to stimulate professional growth, to give experience in a new setting, and to develop a broader understanding of the needs of the system as a whole instead of one local area alone. (Consistent with this policy, it is also the Board's practice to have associate superintendents - area exchange assignments from time to time.)
The Superintendent has developed, and the Board has approved, procedures for these periodic lateral transfers of administrators within the system. These procedures shall be consistent with the requirements of the law and with any applicable negotiated agreement between the Board and employees affected.
