Strathcona Elementary School Renewal Project

Project Overview
In 2009 the VBE and the Strathcona community engaged in a visioning process to inform the school’s evolution as a Neighbourhood Learning Centre (formerly Neighbourhood Centre for Learning and Development). The outcome of the visioning process lead to the identification of core school space allocation in Blocks A, B and C.
Project Definition Report (PDR) Process & Timeline
Building on the work completed to date, the next step in the Strathcona Elementary School renewal process is to undertake a consultative planning and design process to explore school renewal design solutions. The design solutions will include but not be limited to the consideration of seismic safety, VBE school design principles, life cycle assessment, heritage and sustainability. This project is currently in the Project Definition Report (PDR) stage. The outcome of this work will lead to one preferred concept plan to be considered by the VBE in October 2011.

Project Charter & Working Relationships
The purpose of this Project Charter is to set out how the VBE and Colborne Architectural Group and their consultant team will work together on the renewal of Strathcona Elementary School to meet the project objectives, address critical success factors, potential issues or constraints, and bring the project components together in a Draft Capital Project Agreement. The Project Charter also outlines the role of the school advisory committee.
In January 2011, a school advisory committee was established for the Strathcona Renewal Project. The advisory committee is comprised of 12 representatives. This advisory body will help develop guiding planning principles and provide input on renewal concept options.

School Overview
Lord Strathcona Elementary School is located on 592 East Pender Street and occupies a city block bounded by East Pender, Jackson, Keefer and Heatley Streets in the historic community of Strathcona.
In September 2010, the school had 537 students. The school program includes a Kindergarten to Grade 7 English program and a French Immersion program. The French immersion program, established in 2008, is currently from Kindergarten to Grade 2 and will grow to a full K - Grade 7 program by 2015. Strathcona’s current school capacity will be reduced as part of the seismic upgrade. The planned capacity for the renewed school is 510 student spaces and 3 early learning classrooms.
Strathcona is the oldest school in Vancouver and is a five building complex. The original 1891 school building and the 1897 Junior Building ( Block C), formed the original East School. In 1900 the school name was changed to Lord Strathcona. With completion of the Senior Building (Block A), in 1914,the original 1891 building was demolished and the bricks were reused in the construction of the 1920 Primary building,( Block D). In 1930 the Auditorium, (Block B) was completed and by 1972 the Community Centre/School Administration Building,( Block E) was added.
