A: Foundations and Basic Commitments

Under the terms of the School Act (1996) of British Columbia (Sec.168(1)(a), the Minister of Education "has charge of the maintenance and management of all Provincial schools established under this Act." The Minister is given power to create, dissolve, alter, and consolidate school districts, and to provide leadership and services to local school districts within the framework of the School Act, as amended from time to time by the Legislative Assembly.

School District No. 39 (Vancouver) is under the governance and control of a locally elected Board of Education of School District No. 39 - Vancouver (the "Board") which is charged by law to "determine local policy in conformity with the School Act for the effective and efficient operation of schools in the school district," and has the legal status of a corporation, with perpetual succession and a common seal, and all the rights, duties, powers, and liabilities set out in the School Act.
