The School Act, Section 67, subsection (1) states: "After the general local election of trustees in a school district, the secretary treasurer for that school district must convene a first meeting of the board as soon as possible and in any event within 30 days from the date that the new board begins its term of office"; and subsection (3) states: "A board must meet as often as is necessary to transact its business and in any event not less than once in every 3 months."

The Board of School Trustees (the “Board”) transacts all business at official meetings of the Board. These may be of various types, as described in the By-laws of the Board: inaugural or annual meetings, regular meetings, and special meetings of the Board.  The Board's meetings will be open to the public; however, the Board reserves the right to convene in closed session for specific purposes, as outlined under code BDC. 

By-law No. 1, Sec. II, subsection 8 states: 

“No act or proceeding shall be valid or binding on the Board unless such act or proceeding shall have been adopted at a meeting called and held as herein provided.” 

By-law No. 1, Sec. II, subsection 2(a) states: 

“The Superintendent of Schools and the Secretary-Treasurer shall be present at all meetings of the Board.  The Board may excuse either or both of these senior manager during discussion of any matter, but no Board action shall be taken unless both senior managers are present, except 

  • if a portion of the meeting concerns the work performance or employment of the Superintendent of Schools, the Board may excuse the Superintendent of Schools from attending that portion of the meeting; 
  • if a portion of the meeting concerns the work performance or employment of the Secretary-Treasurer, the Board may excuse the Secretary-Treasurer from attending that portion of the meeting; and, if so, shall designate the Superintendent of Schools, or another employee of the Board, to attend the meeting in place of the Secretary-Treasurer...”

By-law No. 1, section II, subsection 4 states: 

“The Board shall not remain in session for more than four hours.”
