EC: Buildings and Grounds Management

E: Support Services

The Board of School Trustees (the “Board”) recognizes that the education of children is dependent upon many factors, including a proper physical environment that is safe, clean, attractive, comfortable, and functions smoothly.

The management of all district property is the general responsibility of the Maintenance and Construction Manager and Operations Manager reporting to the Secretary-Treasurer.

The Maintenance and Construction Manager is in charge of all repair and some replacement and new construction of fixed property, as delegated.  This work is carried out by trades employees based at Board workshops and by contractors.

The Operations Manager is in charge of the heating, cleaning, security, and general operation of all buildings.  This work is carried out by engineer-custodians and custodians based in the individual schools.

Within the separate schools, the principal will be responsible for the proper care and maintenance of the building, equipment, and grounds.  The principal will exercise this responsibility through the engineer-custodian assigned to his/her school, in consultation with the Maintenance and Construction Manager and/or Operations Manager, or their delegates, as appropriate.

Note: The Engineer-Custodian's Handbook contains detailed descriptions of the relationships between the principal and the custodial staff, the engineer-custodian and the Operations Division, and the public.  The Handbook has been provided for principals and engineer-custodians. Copies are available from the Operations Manager.
