Unions bargaining with the Board of School Trustees (the “Board”) and are bound by the provisions set forth in the Labour Relations Code

It is the policy of the Board to meet with representatives of an association or union with which negotiations are about to begin, and to draw up a set of procedures according to which the negotiations for the upcoming bargaining session will be conducted.  The procedures are amended by mutual agreement of the parties until they are acceptable to both and can be amended only by mutual agreement for the bargaining session in question.  

Declining enrolment, the state of the economy, the budget and other factors will play a part in determining the formulation of procedures for each session.  These procedures also vary between groups with which the Board negotiates. 

The Board has advised the Professional & Administrative Staff Association that, in order to justify awards of salary increases to the excluded staff, excluded staff representatives would be expected to follow the same or comparable procedures in negotiations with the Board to those followed by unionized staff.  The Board assured the representatives of the excluded staff Association that they would continue to be treated as fairly as other employee groups.  This also applies to negotiations with groups representing administrative officers.
