Long-Range Facilities Plan (LRFP)

The Long-Range Facilities Plan (LRFP) is a strategic framework and source of information for key local decisions with respect to educational programming, enrolment management, and operational goals for facilities. The LRFP is designed to communicate the Board of Education’s vision, relevant and up-to-date information, and ongoing planning processes that advance the strategic goals of the District. As such, the 2021 LRFP has three components: 

  • Vision, Regulatory Requirements, Guiding Principles and Planning assumptions
  • Base Case and Future Scenarios -Snapshot of District demographics, enrolment, facilities, the progress of the seismic mitigation program, educational programming information and potential future scenarios
  • Local Planning Studies and Reports

Long Term Investment Plan (LTIP)

A Long Term Investment Plan (LTIP) is a distinct report that the VSB was required to provide to support the capital investment priorities included in the Capital Plan Submission by highlighting and contextualizing information in the District Long-Range Facilities Plan (LRFP). In particular, the LTIP details the planning methodology used by the District to identify priorities for capital investment set out in the long term capital planning process. As the LTIP is a supplemental tool to communicate the road map to work towards the strategic goals in the District Long Range Facilities Plan, it complements the LRFP.

Projects and Studies

Local planning studies are undertaken in response to emerging District and Board priorities and requirements. The Long-Range Facilities Plan indicates several opportunities where a Local Planning Study could be undertaken to inform key local decisions.

2019 LRFP Information

District staff, based on data and previous engagement with the public and stakeholder groups and based on enrolment statistics, building conditions and other considerations, drafted the LRFP with 17 recommendations for Board consideration.

  • Several key areas are covered within the LRFP including enrolment forecasts, facility condition, seismic mitigation, the development of a Capital Asset Management Plan, and reduction of capacity.
  • The draft LRFP is intended to guide the prioritization of capital projects to ensure students are in seismically-safe facilities that provide modern learning environments now and in the future.

The draft Long Range Facilities Plan was presented for Board approval in April, 2019.
