Elementary Learning Support Program (ELSP)

Program Description

Elementary Learning Support Programs (ELSP) are one-year programs that provide targeted instruction for grades 4 to 6 students who have a severe deficit in reading. The ELSP program uses evidence-based strategies to provide intensive literacy instruction. Following one year in ELSP, students return to their previous schools with foundational skills in phonics, phonemic awareness, vocabulary, fluency, and comprehension.

Student Profile

  • Reading comprehension 2 or more years below grade level.
  • Evidence of tier one and tier two reading interventions in English implemented at the school level.
  • Consistent attendance.
  • Calm, alert, and ready to learn and behaviour that does not distract self or others.
  • Learning challenges are not a result of:
    • Intellectual impairment or suspected intellectual disability
    • ELL or lack of instruction in English
    • Sensory or motor challenges

Referral Process

All applications to the program must be submitted by referring VSB elementary schools on or before the program deadline to the District Case Manager, Learning Support.

Documentation Required

  • Completed Request for Designation and/or Special Education Program Placement
  • Psych Ed assessment, if available
  • IEP, if available
  • SBT minutes documenting rationale for application
  • Last 2 VSB report cards
  • ELSP screening package (found on Student Support SharePoint)
